Paul Bello

Director of the Interactive Systems Section, U.S. Naval Research Laboratory

Paul Bello is the director of the Interactive Systems Section at the U.S. Naval Research Laboratory (NRL), and the former director of the Cognitive Science and AI program at the Office of Naval Research (ONR). He received his Ph.D. in cognitive science in 2005 from Rensselaer Polytechnic Institute, where his early work helped lay the groundwork for a now-blossoming logicist approach to machine ethics. At ONR, Bello spearheaded an effort to expand funding and visibility for issues pertaining to the development of artificial moral agents, and the study of human moral cognition. In his current role at NRL, Bello co-directs the ARCADIA research program: an ambitious effort to explore the relationships between attention, (self)-consciousness, and agency by building an attention-centric architecture.

Lubomir Hanusek has a master’s degree and PhD in statistics from the University of Economics in Prague. He is currently the Group Risk Research & Development manager. For three years he was working in China and Hong Kong. He has participated on projects across all home credit countries (Russia, Indonesia, Vietnam, India, USA, Kazakhstan, Philippines, Czech and Slovak Republic). In his previous job he was working as a data mining analyst in an international consultant company. He spends his free time with his four kids and playing the piano.

Marek Havrda

Strategy Advisor, GoodAI

Marek Havrda is Strategy Advisor at GoodAI, a private R&D company focusing on the development of Artificial General Intelligence and AI applications. An economist and sociologist by training, Havrda is on a long-term personal leave from the European Commission, where he contributed to the Impact Assessment of new legislation and to the use of behavioral economics for policy formulation. Previously, he worked for think-tanks and the private sector with multinational innovation leaders in telecom and material industries. Since returning to the Czech Republic in 2012, he has been working on various behavioral science-inspired projects. He has served as an advisor to the Czech Ministry of Finance and Ministry of Education, and as a member of the Regulatory Impact Assessment (RIA) Board where he advises the Czech Government on potential impacts of draft legislation. He studied at Charles University, Warwick Business School, Johns Hopkins University and Georgetown University.

Dalibor Kačmář

Senior Partner Lead, Microsoft Czech Republic and Slovakia

Dalibor Kačmář graduated in Automation engineering and control at Technical University in Ostrava. Here, and at Northwest Missouri State University, he received a doctorate in the same field. For 12 years he has lectured at a number of universities in the Czech Republic, USA and Finland, where he professionally focused on information technology. He has been working professionally for Microsoft since 1998 in various technical and managerial positions. He devoted himself to the development of software, led the cloud division at a time when the cloud began to conquer the business and today he is keen on the artificial intelligence. As a manager, he is currently leading a team who aims at build a modern partner ecosystem in the Czech Republic and Slovakia.

MUDr. František Koukolík, DrSc. FCMA.

Doctor, neuropathologist, scientific essayist

František Koukolík graduated in medicine from the Faculty of General Medicine of Charles University in Prague. He is a pathologist and neuropathologist focusing on neurodegenerative diseases and the relationship between brain and behaviour. From 1983 to 2013 he was the head of the Department of Patology and Molecular Medicine at Thomayer's Hospital in Prague and since 2001 till 2013 he has also been the head of the Laboratory of Prion Diseases. He wrote a number of scientific papers and books for medical doctors and the general public. He won the the prize for popularisation of science, Janssen's prize, Mensa prize and Vondráček's Psychiatric Prize. The asteroid 1997 RK was named after him. In 2018 he was appointed The Knight of the Czech Medical Association.

Jerald Kralik

Korea Advanced Institute of Science and Technology (KAIST)

Jerald Kralik is a Visiting Professor in the Department of Bio and Brain Engineering at Korea Advanced Institute of Science and Technology (KAIST). He obtained his undergraduate degree in zoology at Michigan State University, and his doctorate in psychology and computational neuroscience at Harvard University. He completed a postdoctoral position in neuroscience at the Duke University Medical Center, where he co-authored a paper in Nature on brain-machine interfaces, in which neural recordings from monkeys controlled a robotic arm. He then completed a postdoctoral position at the US National Institute of Mental Health (NIMH), where he won an NIMH research award investigating the neurophysiology of the prefrontal cortex. He was an Assistant Professor at Dartmouth College before coming to KAIST. His research interests include evolutionary, cognitive, social and computational neuroscience, as well as cognitive architectures, artificial intelligence and brain engineering, focusing on metacognition, social cognition, and decision-making.

Martin Kvapilík

Martin Kvapilík graduated from Technical Cybernetics at FE VUT in Brno and the Theology in Christian Education at CMTF UP Olomouc. His interests at these schools included artificial intelligence, qualitative descriptions of systems, and a soul-body problem. He is the Quality and IT Director of the engineering firm TOSHULIN, a.s. and Director of IT at TOS KURIM - OS, a.s. He is the father of two sons and two daughters.

Pavel Kysilka

Founder, 6D

Pavel Kysilka is a graduate of The University of Economics in Prague. In 1986 –1990 he worked at the Institute of Economics of the Czechoslovak Academy of Sciences. In 1990-1991 Pavel was the Chief Economic Advisor to the Minister for Economic Policy. He was appointed the Vice Governor of the Czech National Bank in 1993 and acting Governor in 1998. He lead the introduction of the Czech national currency in 1993 and assisted the introduction of national currencies in several East European countries as an expert of the International Monetary Fund. He was repeatedly elected the President of the Czech Economic Society in nineties. In 2000 he became the Chief Economist of Ceska sporitelna, the largest Czech bank, deputy CEO and member of the Board of Directors in 2004 and the CEO and the Chairman of the Board in 2011-2015. He was awarded “Banker of the Year” of the Czech Republic in 2011, 2012 and 2013.

Miroslav Nečas

Business Development Manager, TOVEK

Miroslav Nečas is focusing on decision-making support systems both in the field of state security and in the corporate sphere. He is involved in design of new solutions and their implementation into the practice. In the past, for example, Voice Analysis for Contact Centers. In 2008, he received Ph.D. in System Engineering with a focus on Knowledge Systems and Artificial Intelligence. Miroslav is a member of the Board of Directors of the AFCEA Czech Chapter, where he is involved in the PS05 Cyber Security and PS07 Intelligence Working Groups.

Petr Očko

Deputy minister, Ministry of Industry and Trade of the Czech Republic

Mr. Petr Očko graduated from Information Management and European Integration at the University of Economics in Prague and from Ph.D. studies of Information Economics at the Faculty of Arts of Charles University in Prague. He started in 1998 in a small company that would now be labelled as a successful technology start up – the Globe Internet. As an expert in the European economic integration, he has been working at the Ministry of Finance since 2001 on the EU Structural Funds, since 2004 he worked as an advisor to the Deputy Minister of Finance for the financial market, and in 2006 he was appointed by the Government as a National Coordinator for the introduction of the euro. Since August 2007, he worked in the private sphere as an EU project coordinator for Telefónica O2. In 2009, he returned to the state administration as Chief Executive Officer for EU Budget and EU Funds at the Ministry of Transport, and since August 2010 he served as Section Director for EU Funds, Research and Development at the Ministry of Industry and Trade, where he was in charge for key programs to support industrial research and development, innovation and entrepreneurship. In 2012-2013 he was also in charge of the stabilization and development of the CzechInvest business and investment support agency as its entrusted CEO. Since 2015, he headed the Department of Financial Instruments and Project Management at the Ministry of Industry and Trade and prepared mainly the National Innovation Fund project or the transformation of the Czech-Moravian Guarantee and Development Bank. In March 2016, he was appointed by the Government as chairman of the Czech Republic’s Technology Agency and successfully helped to develop support for applied research in key areas of the Czech Republic, including industry 4.0 and other major trends.

Doc. PhDr. Richard Papík, Ph.D.

Lecturer, information specialist, librarian

Richard Papík studied the Charles University in Prague (the field Scientific Information and Librarianship). He has experiences as an information specialist (focusing on online retrieval services), librarian or university teacher. Between years 2002-2012 managed the Institute of Information Studies and Librarianship at the Charles University. He currently works at the Silesian University in Opava and Institute for Postgraduate Medical Education (Department of Scientific Information).

Radim Polčák

Head of the Institute of Law and Technology

Radim Polcak is the head of the Institute of Law and Technology at the Law Faculty at Masaryk University (Czech Republic). He is the general chair of the Cyberspace conference; editor-in-chief of the Masaryk University Journal of Law and Technology and the head of the Editorial Board of the Review of Law and Technology (Revue pro právo a technologie). He is a founding fellow of the European Law Institute, a founding fellow of the European Academy of Law and ICT, a panellist at the .eu ADR arbitration court and a member of various governmental and scientific expert and advisory bodies and project consortia around the EU. He also served as a Special Adviser for Robotics and Data Protection Policy to the European Commission. Radim authored or co-authored over 150 scientific papers, books and articles namely on topics related to cyberlaw and legal philosophy.

Jan Romportl

Chief Data Scientist, O2 Czech Republic

Jan Romportl is Chief Data Scientist at O2 Czech Republic where he helped build the data science team strongly focused on machine learning from telco big data. He was also involved in the startup scene as Chief Science Officer in AI Startup Incubator. Jan has more than 10 years of academic research and teaching experience in AI, man-machine interaction, speech technologies and philosophy. He was Head of the Department of Man-Machine Interaction at New Technologies Research Centre, University of West Bohemia, and a senior researcher at Department of Cybernetics of the same university. He focuses on AI safety issues and he organises the Prague’s AI Safety Meetup group.

Aleš Špidla

President, Czech Institute of Information Security Managers

Ing. Aleš Špidla graduated in technical cybernetics. In 2011, as the director of the Department of Cybersecurity at the Ministry of the Interior of the Czech Republic, he drafted a cybersecurity strategy for the Czech Republic and participated in discussions on the subject matter and then on the Cybersecurity Act itself. He also worked as the head of the IT Department of the State Institute for Drug Control, Director of the Security Policy Department of the Ministry of Labor and Social Affairs, Manager of Risk Management at Price Waterhouse Coopers, then in the CENDIS s.o.e., as a cybersecurity specialist and in the NAKIT s.o.e., as Head of Unit in Security. He is currently working as a Cybersecurity Manager at the General Financial Directorate. He is president of the Czech Institute of Information Security Managers, guarantor and teacher of the MBA study program "Management and Cybersecurity" and co-guarantor and teacher of the LL.M Program "Information Protection" at the CEVRO Institute. He is intensively engaged in the evangelism of cyber and information security issues in all its aspects. He lectures at conferences, appears in the media, publishes articles on this topic.

Tomáš Vejlupek

Tomáš Vejlupek graduated in 1983 from Czech technical university in Prague, Faculty of Electrical Engineering . He gained his first experience with hi-tech information systems in the field of air traffic control and computer based training of pilots. In 1993 he founded with two other partners company TOVEK. His professional passion, as well as the business subject of TOVEK, are information systems allowing to Track, Organize, Visualize Elements of Knowledge supporting decision-making and creativity. His vision expressed in the corporate slogan: find, understand, use information, become reality with a team of his people in TOVEK.
